Last Road Parking Report

Council requested a report from staff on the potential impacts if the decision is made to restrict parking to resident-only on Last Road in Westbank Centre. Council discussed limiting parking in response to numerous concerns expressed by Last Road residents related to safety issues in the area. The impact report will include information related to enforcement of parking restrictions and parking policy development.

Douglas Road Rezoning

Council gave first and second readings to a Zoning Bylaw Amendment to accommodate a future application to subdivide 811 Douglas Road. Currently the application is to change the zone from Large Parcel Single Detached Residential to Single Detached Residential. The application will now be scheduled for an upcoming public hearing.

Solid Waste Fees Increase

Council gave first three readings to the City’s Fees and Charges Bylaw related to increased costs for garbage and recycling collection. User fees that are collected from residents for garbage and recycling collection will increase in 2018 due to increased fees charged by the City of Kelowna and the Regional District of Central Okanagan (RDCO). The City of Kelowna, which operates the Glenmore Landfill, advised the City that tipping fees will increase by 31% and the Regional District of Central Okanagan, which provides solid waste collection for West Kelowna, advised that waste cart replacement costs have increased. The result is that user fees will need to be increased from $42.94 to $49.74 per quarter. The new rate would allow the City to cover the increased costs of the tipping fees, replacement costs of new bins, budget for the repayment of the internal loan for the purchase of the garbage, recycling, and yard waste bins and set up a reserve to equalise the expense of replacing bins along with any other unforeseen costs. Any surplus in the solid waste operation during the year will be allocated towards paying down the internal debt.

Parking During Snow Events

Council directed staff to propose amendments to the City’s Traffic Bylaw for Council’s consideration intended to prohibit parking on roadways during snow events. Currently the City’s Traffic Bylaw does not stipulate that residents cannot park on roadways during snow events to aid in snow clearing efforts.
