HIGHLIGHTS FROM THE OCTOBER 6, 2016
SPECIAL COUNCIL MEETING
Parks Master Plan Council Workshop
West Kelowna Council took part in a workshop intended to provide input into the development of the Parks Master Plan. The plan is being prepared by Lanarc Consultants and will provide the overall direction and guidance for managing parks, resources, infrastructure, and investment over a 10 year horizon. The scope of the work includes identifying successful parks projects undertaken since the development of the 2010 Parks and Recreation Master Plan, undertaking comprehensive community consultation, identifying new development opportunities, assessing park improvement priorities and eventually resulting in a plan with recommendations and actions. A significant amount of public consultation was undertaken in 2016 including public outreach events, meeting with user groups, and surveys. Council provided input on key decision points to help establish Council’s priorities, show correlation and influence between park projects, ensure identified short-term projects are affordable and within the City's operational capacity, assist in setting annual and 10-year Capital Budget priorities and assist in determining/establishing funding requirements and strategies to fund Council's Parks Master Plan priorities. The Parks Master Plan will now be amended based on Council direction before being brought back for adoption. Once adopted, the plan’s recommendations will be incorporated into capital, operational and development application planning.
