Second Transmission Line

Based on the information provided and the evaluation done to date by BC Hydro on providing a second power line servicing the west side of Okanagan Lake, Council agreed to advise BC Hydro that it prefers the option involving a submarine cable to the east side of Okanagan Lake. Council agreed to request that BC Hydro consider conducting a wildfire risk analysis for all the options. Two of the alternatives are proposed to be constructed through forested areas. The third option involves the submarine cable across Okanagan Lake connecting Westbank Substation to the FortisBC system in Kelowna.

2435 Dobbin Road Rezoning

Council gave first and second readings to a Zoning Amendment Bylaw for 2435 Dobbin Road to rezone from Single Detached Residential to Urban Centre Commercial. The property is located in Westbank Centre fronting Dobbin Road, 300 metres from the Elliott Road Transit Exchange. A derelict building was recently demolished on the site. The applicant proposes to construct a two-storey mixed-use building with commercial/office on the ground floor and two residential units behind and partially above the commercial space. The 691 m2 property has an OCP designation of Commercial and the proposal is consistent with the OCP policies and objectives along with the Westbank Centre Revitalization Plan. The application will now be scheduled for a public hearing in the near future.

Gellatly Road Rezoning

Council gave first and second readings to an Official Community Plan Amendment Bylaw and Zoning Amendment Bylaw for a property on Gellatly Road, adjacent to the Canyon Ridge Development. The applicant is seeking to amend the OCP land use designation from Comprehensive Development Area to Medium Density Multiple Family and rezone the C2 Neighbourhood Commercial portion of the property to R4 Medium Density Multiple Family to be consistent with the remainder of the parcel which is already zoned R4. The applicant anticipates future construction of a multi-family development on the 3.2 hectare site, similar to the neigbouring Canyon Ridge Development. The application will now be scheduled for a public hearing in the near future.

City Hall Referendum

Council was provided information that its City of West Kelowna City Hall Project Loan Authorization Bylaw no. 0234, 2016 was approved by the Inspector of Municipalities and can now proceed to referendum. At its meeting June 14, Council approved Saturday, September 17 as the date for the referendum. The question to be posed to West Kelowna voters is:

"Are you in favour of the City of West Kelowna adopting the City of West Kelowna City Hall Project Loan Authorization Bylaw No. 0234, 2016 to authorize the borrowing of up to Seven Million, Seven Hundred Thousand Dollars ($7,700,000.00) to be repaid over a period not exceeding 20 years, for the construction of a new City Hall and related project work?"

Two advance polls will be held; one on Wednesday, September 7 and one on Tuesday, September 13. Mail ballot voting will also be made available. Voting locations are currently being arranged.

2015 Annual Report

Council considered the 2015 City of West Kelowna Annual Report. As required under Section 97 of the Community Charter, each year a municipality must prepare an annual report which includes the audited annual financial statements, permissive tax exemptions, a report respecting municipal services and operations, performance measures and objectives and any other information Council considers advisable. The 2015 Annual Report is available for viewing at www.westkelownacity.ca/annualreport or at Municipal Hall, 2760 Cameron Road, West Kelowna, BC.

Traffic Bylaw

Council adopted the City of West Kelowna Traffic Amendment Bylaw and staff will now undertake public consultation for input on traffic concerns in Westbank Centre. The bylaw allows the City to place stopping/parking prohibitions, designate loading zones, parking stalls and enforce parking regulations. Council is not considering parking meters, but rather is looking at the downtown core as a whole to improve parking in the area.
