HIGHLIGHTS FROM THE APRIL 12, 2016 COUNCIL MEETING
2016 Snow Stars
Mayor Findlater, on behalf of Council presented a certificate of appreciation to one of the City’s 2016 Snow Stars, Mr. Bob Weisbrodt. The City’s second Snow Star, Mr. Henry Nistuk was unable to attend the meeting. Both men, randomly selected from the 20 nominations received this year, will receive a $250 gift certificate to Home Hardware. This is the third year for the City Snow Star Program which encourages residents to lend a helping hand to those who may be unable to clear snow and ice from sidewalks.
Raymer Comprehensive Development Plan – Phase 1
Council was provided Phase 1 of the Raymer Comprehensive Development Plan and directed that Phase 2 commence as per the Terms of Reference. Council also directed that the applicant include consideration of the options stemming from the Central Okanagan Planning Study.
2016-2018 Strategic Plan
Council adopted its 2016-2018 Strategic Priorities which outlines initiatives intended to meet West Kelowna Council’s vision for the community. The 2016 strategic priority categories are Community Enhancement, Efficient Municipal Operations, Economic Development and Safety and Security. Each year, West Kelowna Council conducts strategic planning and is provided quarterly reports on actions taken towards meeting Council’s goals.
2016 Road Rehabilitation Program
Council authorized an agreement between the City and the Ministry of Transportation and Infrastructure to see this year’s Road Rehabilitation Program work done in conjunction with the ministry’s 2016 road work. This spring, the ministry is planning rehabilitation of Highway 97 from Westbank to the Westside Road Interchange and has extended to the City of West Kelowna an invitation to incorporate both of the rehabilitation programs into a single contract. The West Kelowna roads to be rehabilitated are:
Glenrosa Road - Ranch Road to Gates Road
Glenrosa Road - Turnbull Road to McKellar
Paynter Road - Butt Road to Rufli Road
Beverly Place - Thacker Drive to End of Cul-De-Sac
Woodstock Drive - Sandstone Drive to Shannon Place
Woodstock Drive - Shannon Way to Sandstone Drive
Apollo Road - Brown Road to Hoskins Road
Apollo Road - Hoskins Road to Old Okanagan Highway
Swite Road - Parking Lot to Shannon Lake Road
This year, $650,000 has been allocated within the City‘s capital budget for the 2016 road work.
Horizon Lift Station
Council awarded the Horizon Village Lift Station Upgrade project to Sawchuck Developments with a construction contract amount of $1.31 million. The budget includes $1.08 million for sanitary sewer improvements and $227,000 for drainage improvements. The City received a grant through the Government of Canada, Small Communities Fund which will fund 2/3 of the costs of sanitary sewer improvements ($902,000).
Council approved amended capital budget items, one new full time employee request and one new seasonal employee request and gave 2nd and 3rd reading to the City of West Kelowna Financial Plan Bylaw with the tax rate increase set at 3%. Council was also provided the results of an open house survey and an online survey on the 2016-2025 Financial Plan conducted by the City in February and March.
