Project Overview
The plan includes action-oriented and implementable recommendations that provide direction for development within Westbank Centre going forward. It identifies viable and sustainable opportunities for expanding the economic base and public realm within Westbank Centre.

To assist staff in the creation of this plan, on June 8, 2010 (PDF), Council awarded a contract to a multidisciplinary planning team lead by Urban Forum Associates, in association with HB Lanarc, Coriolis Consulting Corp. and D'Ambrosio Architecture and Urbanism. The consulting team, worked closely with District staff and a Community Consultation Committee, and provided expertise in the following key disciplines:
  • Land Use Planning
  • Urban Design / Streetscape Design
  • Land Economics and Economic Development
  • Public Consultation and Presentation Expertise
  • Town Centre and Transit-Oriented Design Planning
As outlined in the Plan Process Overview developed by Urban Forum Associates, the Westbank Centre Revitalization Plan was undertaken in three phases:
  • Phase 1 – Setting the Context: Identifying Issues and Opportunities (complete)
  • Phase 2 – Preliminary Concepts and Draft Plan, and
  • Phase 3 – Final Plan, Agency Review
Stakeholder and community input and review was integral to all three phases of the planning process. The duration of the project lasted just over one year, with the draft plan completed by June 2011 and the final plan adopted on August 16, 2011.

The scope of the plan included, but was not limited to:
  • A build out analysis
  • A land use and zoning analysis
  • Development of street beautification guidelines
  • Extensive public consultation, and
  • A market and financial analysis to ensure the plan is realistic
