CNR Wharf Park, also called the "old ferry docks," is a key recreational destination and heritage landmark on the City of West Kelowna's waterfront, at Gellatly Bay.
The original facility was showing signs of age and needed to be replaced.
To understand how West Kelowna residents wanted this important space to be improved, and ensure the historic character of the structure was preserved, the city underwent the CNR Wharf Park Conceptual Plan process prior to any construction.
After - the new CNR Wharf
The plan, which Council adopted in January 2013, has set out directions for updating and improving the park:
CNR Wharf Improvements - Phase 1 began January 13, 2014 and were completed in June of the same year, in time for the outdoor swim season.
The $536,541 project involved:
Demolition of the aging wharf
Removal and offsite disposal of the wharf and adjacent diving platform
Extraction of all piles from Gellatly Bay
Salvaging of the iconic metal lift pulleys for use in the new structure
Reconstruction of a seven-metre wide by 41-metre long steel wharf with timber decking and aluminium railings
Two lighted towers, with one to accommodate a three-metre jumping platform and a zip line
Installation of the salvaged pulleys on the two new towers, and
A new floating platform
On December 10, 2013, Council awarded construction contracts totaling $536,541 to Burton Marine Pile Driving Inc. for the CNR Wharf Upgrade Project – Phase 1.
Improvements to the CNR Wharf will cost an estimated $2 million over the next 5 to 10 years. All future phases will be subject to ongoing Council approvals in subsequent budget years.
City of West Kelowna reviewed feedback from a community open house on June 13, 2013 at Royal LePage Place at the Mount Boucherie Community Centre, and from a follow up survey conducted online between June 13 and July 5, 2013.
Results from the survey were used to determine the level of community support for the design and consider changes. The survey indicated overwhelming support for the proposed design. At the January 22, 2013 meeting, Council adopted the CNR Wharf Park Conceptual Plan. Designs had been completed in winter and spring 2013 after Council gave early budget approval of $157,000 for the work at the January 15, 2013 Council meeting.
