The CAO is the link between Council, which makes policy and establishes priorities, and staff, who implement Council's policies and provide municipal programs and services.
The City of West Kelowna follows the Chief Administrative Officer (CAO) One Employee of Council model of corporate structure. This model identifies the CAO as Council’s only employee; all other City employees report to the CAO rather than to Council. City of West Kelowna Council approved the CAO One Employee Policy on October 13, 2009.
The Chief Administrative Officer oversees the entire organization, although two areas of responsibility report directly to the CAO:
Employee health and safety
Hiring and retention
Computer and phone systems
Geographic Information Systems
Hardware and software licensing and maintenance
