One Employee of Council

The City of West Kelowna follows the Chief Administrative Officer (CAO) One Employee of Council model of corporate structure.

This model identifies the CAO as Council’s only employee; all other District employees report to the CAO rather than to Council.

The CAO is the link between Council, which makes policy and establishes priorities, and staff, who implement Council's policies and provide the prioritized municipal programs and services.

City of West Kelowna Council approved the CAO One Employee Policy on October 13, 2009.
